Customs Collecting More Import Taxes Than Ever

Money Matters Panama America - Customs collected $295.8 million dollars in the first seven months of 2007, representing a 31.5% increase compared to the same period of time last year. A report prepared by Customs for the Ministry of Economy and Finance (MEF) indicates they collected $225.3 million dollars in the first seven months of 2006, and so far this year they have collected $70.5 million dollars more. In the month of July Customs collected $46.7 million dollars, representing $14.2 million (43.7%) more than in July of 2006. According to the report, the MEF established a goal of 235 million for the first seven months of 2007. Customs collected $295.8 million, representing $60.7 million (25.8%) over the established goal. Additionally, Customs exonerated $32 million dollars in import taxes during the first seven months of 2007, or $11 million less than the same period of time in 2006 in which $43 million were exonerated. Customs Chief Daniel Delgado Diamante, the increases reported month after month are primarily the result of the improved control and accounting measures instituted by his organization. Delgado Diamante added that "with the incorporation of new technological elements in Customs, without a doubt we will exceed by more than $100 million dollars the collections of the previous year and the collection goals established by the MEF."

Editor's Comment: Customs in Panama has always been one of the places most prone to corruption. Faced with paying a $5,000 import tax on a container of goods coming into the country, it was simply cheaper for businessmen to pay $2,000 in bribes to corrupt customs officials who pencil-whipped the paperwork and let the shipment pass. I've been seeing these regular reports coming out of Customs for more than a year now, reflecting the results of a push to automate and digitally track imports to make it harder for individuals to pay off customs officials to look the other way. Of course it still happens, but this $295 million dollars collected so far this year will be going into the general government fund, and will be spent on infrastructure, social programs, and improvements. Most of the third-world problems faced by Panama are a direct result of a lack of revenue to be able to "fix things." This is a very good-news story from my point of view.

Aduanas recaudó 295,8 millones de dólares en primeros siete meses de 2007

La Dirección General de Aduanas de Panamá recaudó 295,8 millones de dólares en los primeros siete meses de 2007, un 31,3 por ciento más con relación al mismo período del año pasado, informó hoy una fuente de esa entidad.

Un informe de Gestión de Aduanas, que pertenece al Ministerio de Economía y Finanzas (MEF), señala que en los primeros siete meses de 2006 se recaudaron 225,3 millones de dólares y que en ese mismo período de este año esa cifra fue superada por 70,5 millones de dólares.

Según Aduanas, durante julio de 2007 la recaudación de importaciones alcanzó 46,7 millones de dólares, lo que representa 14,2 millones de dólares, un 43,7 por ciento más que en ese mismo mes de 2006 cuando se recaudaron 32,5 millones.

En informe señala que en relación a las metas establecidas por el MEF para Aduanas para los primeros siete meses de 2007, dicha meta era de 235 millones. La recaudación ha sido de 295,8 millones, lo que representa 60,7 millones o sea 25,8 por ciento más que la meta establecida.

Adicionalmente, las exoneraciones durante los primeros siete meses de 2007 alcanzaron la cifra de 32,0 millones, o sea hubo un ahorro de 11 millones respecto del mismo período del año 2006, cuando se exoneraron 43 millones.

Para el director general de Aduanas, Daniel Delgado Diamante, el incremento mes tras mes de las recaudaciones se debe primordialmente a las medidas de control y fiscalización puestas en prácticas en esa entidad.

Delgado Diamante agregó que "con la incorporación de nuevos elementos tecnológicos en Aduanas, sin duda sobrepasaremos por más de 100 millones los recaudos del año anterior y las metas de recaudación establecidas para Aduanas por el MEF".
