Nobody Owns Anything in Bocas del Toro

By DON WINNER for Panama-Guide.com - Well, if it's Rights of Possession, anyway. Years ago the government of Panama never gave a damn about what was happening in Bocas del Toro. They never had the resources or never wanted to spend the money to open an office of Catastro (Tax Office) in Bocas. There were so many people who were trying to get some kind of paperwork or documents on their land claims that the office of the Agrarian Reform, which falls under the Ministry of Agricultural Development (MIDA) in Changuinola started processing paperwork for people. By law, MIDA did not have and never has had jurisdiction over island lands. The entire agrarian reform thing was never designed for islands, but rather for farm land in the interior of the country. Trying To Do Something: But since there was no access to a Catastro office in Bocas del Toro at the time, the MIDA guys tried to do something to help. They started handling cases and producing paperwork, even though they were not the legally competent authority to do so.

Cluster With A Capital "Bocas" This is getting discouraging. The more I hear about this mess up in Bocas del Toro the less I like it. The simple solution would be to start handing out titles to all of the land up there to clearly identify ownership. Forget about all of this scheme to create concessions - simple land ownership down to the water, and no one owns the beach. Bocas is different because it's an island community. So, the rules have to be different as well. Anyway, dinner is waiting.
