Electoral Tribunal - Not In A Hurry In Bosco Vallarino Case
By Yessika Valdés for the Panama America - The President of Panama's Electoral Tribunal, magistrate Erasmo Pinilla, reiterated there is no time limit or date stipulated for them to decide the case pending against Mayor-elect Bosco Ricardo Vallarino. He said the Administrative Code does not allow for a substitute of the mayor-elect to assume the position, which is why the present Mayor of Panama City (Juan Carlos Navarro) will have to remain in the position until there is a new mayor. "The (party) most interested in resolving this problem is the Electoral Tribunal, which is why we have asked Mr. Vallarino to turn over this US passport and his letter of naturalization, which he has not done," said Pinilla. Upon hearing of Pinilla's statements, lawyers for Vallarino said they have not been notified of this request. (See Comments) Editor's Comment: Panama's Electoral Tribunal, an organization controlled and dominated by the PRD even though they are "supposed" to be the one's most responsible for guarding true democracy in the country, continue to play partisan games in the case pending against Bosco Vallarino. This goes back to the "dual citizenship" issue. Bosco Vallarino was forced to flee Panama during the reign (of terror) of Manuel Noriega due to threats to him and his family. He lived basically as a political refugee in the United States for many years, and while he was there he obtained status as a naturalized US citizen and he has a US passport. He was elected by a landslide in the general elections of 3 May 2009. However, the PRD basically hates Bosco Vallarino. I don't think "hate" is a strong enough word. They see him as the very worst of the worst and when I listen to the PRD faithful speak about Vallarino, their words literally drip with venom and disdain. The PRD flat-out does not want Vallarino to take office under any circumstances, and it seems that the Electoral Tribunal will now invent something to keep him from assuming power even though he was obviously the choice of the people. To me this is a pretty simple issue on the face of it - Vallarino was born in Panama, he's a Panamanian, and he won the election. Next case. All of this crap about his US citizenship is nothing more than the PRD trying to find a way, any possible way, to keep him out of office. And notice the timeline - none of this stuff came up until the David Murcia bat bit Bobby Velasquez right on the ass and basically killed his chances. In desperation and towards the end of the campaign they played this "dual citizenship" card and it backfired right in their faces. And these are the same PRD guys who don't have any problem at all with a guy like Pedro Miguel Gonzalez. It's *ucking unbelievable to me the levels these guys will sink. And we're supposed to thing the Electoral Tribunal is both neutral and impartial? Well, let's see what they decide in this case, but in reality I suspect their decision was made (for them) months ago. The Electoral Tribunal is little more than a PRD puppet at this point, and they think the world is not watching or doesn't care enough about a case like this. I would suggest that's an incorrect assumption and a misreading of the situation. The PRD wants to turn things around for 2014, and this kind of crap is not the way to start off, and taking a dump on democracy will be a lasting final stain on the otherwise pretty good legacy of Martin Torrijos.
TE no tiene fecha para tramitar impugnación de Vallarino

El magistrado Presidente del Tribunal Electoral, Erasmo Pinilla, reiteró que no hay una fecha estipulada para tramitar la impugnación que hay en contra del alcalde electo, Bosco Ricardo Vallarino.
Aseguró que el Código Administrativo no permite que el suplente del alcalde electo pueda recibir las credenciales, por lo que el actual se tendría que quedar en el puesto hasta que haya uno nuevo.
"El más interesado en resolver este problema es el TE, y es por eso que se le ha pedido al señor Vallarino que aporte el pasaporte y la carta de naturaleza la cual no ha entregado", dijo Pinilla.
Ante las declaraciones de Pinilla los abogados de Vallarino dijeron que no han sido notificados de esta petición.
