Comptroller Calls Ministry of Education a "Center of Corruption"

Corruption By Meredith Serracín for the Panama America - The Comptroller of the Republic, Carlos Vallarino, said he did not want to enter into a direct controversy with the Ministry of Education, but rather he wanted to offer up some healthy advice. He said again today that a contract for $2.4 million dollars for repairs to 18 schools will not be approved because it contains several irregularities, among them cost overruns of $900,000 dollars. Vallarino said on this morning's TVN Channel 2 news broadcast the Ministry of Education is a "center of corruption" - a charge refuted by Minister of Education Salvador Rodriguez. The comptroller repeated that among the documents associated with this contract there is no evidence that a public bidding process was ever held in order to grant the contract. Nevertheless, Education Minister Rodriguez insisted they did try to hold the public bid, but that no contractors wanted to bid on the project and therefore they granted the contract directly. Comptroller Vallarino said the solution to the problem could be found by talking to the contractor and reviewing the costs, and what's more he invited the Minister of Education and his team to arrive at a consensus with regards to the prices, an invitation that he also extended to the designated Minister Lucy Molinar. Vallarino clarified the function of the Comptroller is covered because they have complied with the law, and that it's the responsibility of the Ministry of Education and their inspectors to verify that contracts are executed correctly.

El contralor de la República, Carlos Vallarino, dijo que no se trata de una polémica directa con el Ministerio de Educación, sino de un consejo sano.

El Contralor de la República, Carlos Vallarino, reiteró este jueves que el contrato por B/2.4 millones para la reparación de 18 escuelas no será refrendado porque presenta varias irregularidades, entre ellas un sobreprecio de B/900 mil.

Vallarino manifestó en el noticiero matutino de TVN canal 2 que el Ministero de Educación es un "foco de corrupción", lo que el titular de esta cartera, Salvador Rodríguez, refutó.

El contralor volvió a decir que en los documentos del contrato no consta la realización de un acto público para la otorgación de su licitación, sin embargo, Rodríguez insiste en que si se efectuó el proceso, pero ningún contratista quiso el proyecto, por lo que se procedió a la contratación directa.

Agregó que la solución del problema está en conversar con el contratista y revisar los costos, además invitó al ministro de Educación y su equipo para llegar a un concenso en cuanto a precios, invitación que también se extendió a la ministra designada Lucy Molinar.

Vallarino aclaró que la función de la Contraloría es velar porque se cumpla con lo que dice la ley y que el Ministerio de Educación y sus inspectores son quienes deben verificar que la ejecución de los contratos se den de manera correcta.
