By Grisel Bethancourt for La Critica - The case regarding Bosco Vallarino is getting a second wind. This time around Supreme Court Magistrate Adán Arnulfo Arjona admitted a request for a review of constitutionality, presented by Vallarino's lawyer Herbert Young, against the Director of the Civil Registry, Sharon de Dumanoir, in the process following the Mayor-elect regarding his dual nationality. The action was presented before the full session of the Supreme Court of Justice, with Arjona being in charge of the case. According to statements Young made to a television news channel, the process in the Civil Registry is suspended until the Supreme Court dictates a resolution in this case. At the same time there are already two rough drafts being circulated that would be presented to the National Assembly of Deputies in order to reestablish Bosco Vallarino's rights as a citizen of Panama. The former Ombudsman, Ítalo Antinori, said that any rehabilitation of citizen's rights can only occur if his rights had previously been suspended, a fact that has not occurred thus far. He pointed out that one can not be divorced without first having been married. (See Comments)

Editor's Comment: Funny, how in the PRD there is a former president, Ernesto Perez Balladares, who can't even get a visa to visit the United States of America, much less obtain nationality there as a citizen. In addition the PRD decided to elect Pedro Miguel Gonzalez, who is under indictment as a terrorist in the United States for the 1992 assassination of Zak Hernandez, the President of the National Assembly in 2007. So, it's really not much of a surprise to see how now the PRD dominated Electoral Tribunal, working together with the lower level PRD functionaries who run the Civil Registry, are working together to try to railroad Bosco Vallarino out of the Mayor's office, and to prevent him from ever being sworn in as the Mayor of Panama City. All of the moves being taken by Vallarino's defense lawyers are designed to simply delay any decision until after 1 July 2009 when there will be a change of government. Once the PRD is gone from power, then it will be much easier for Bosco to be able to assume the position he won in a fair and democratic election. And, what's the charge against him again? That he sought and was granted citizenship in the United States while living there as a political refugee from Manuel Noriega and the PRD? Yeah, that's a valid reason to keep him from office. My prediction is that Bosco will be able to tread water until after Wednesday, and at that point he will get a much fairer shake. This kind of bullshit is exactly why the PRD lost the election so resoundlingly on 3 May 2009.

El caso Bosco Vallarino toma aire. En esta oportunidad, el magistrado Adán Arnulfo Arjona admitió el amparo de garantías constitucionales presentado por el abogado Herbert Young contra la directora del Registro Civil, Sharon de Dumanoir, por el proceso seguido al alcalde electo de la capital por su doble ciudadanía.

La acción fue presentada ante el Pleno de la Corte Suprema de Justicia, siendo el ponente Arjona.

Según manifestó Young a un medio televisivo, se suspende el proceso en el Registro Civil hasta tanto se dicte una resolución de la Corte.

Paralelamente, ya circulan dos borradores de un proyecto que sería presentado a la Asamblea Nacional de Diputados para rehabilitarle los derechos ciudadanos a Bosco Vallarino.

El ex defensor del Pueblo, Ítalo Antinori, advirtió que esa rehabilitación sólo puede darse si los derechos ciudadanos le han sido previamente suspendidos a Bosco, hecho que no se ha dado hasta el presente. No puede haber divorcio sin que previamente exista matrimonio, señala un escrito del constitucionalista.
