Beaverton man gets 25 years for molesting 9-year-old

Expat Tales By Michael Rollins, staff - HILLSBORO -- Philip Leland Riley, 68, was sentenced to 25 years in prison for molesting a 9-year-old boy in a YMCA locker room in Beaverton in 2008. Riley had been convicted June 15 on for first-degree sodomy and three counts of first-degree sexual abuse, according to a report in the Oregonian. Washington County Circuit Court Judge Marco Hernandez invoked Jessica's Law, applied where victims are younger than 12. Riley will have no chance of parole. Riley fled the country after posting bail for his arrest nearly two years ago. Beaverton Police arrested 68-year-old Riley in November, 2008 after a boy told his mother he was assaulted by Riley in the shower at the YMCA on SW Griffith Drive. Riley was lodged at the Washington County Jail where he posted bail and then fled the state to avoid prosecution, investigators said.

Beaverton detectives sought the help of the FBI and the United States Attorney's Office and a Federal fugitive warrant was issued. The case also was aired on America's Most Wanted last October. Tips led police to Panama, where authorities there found Riley. Riley was living under the name Danny Williams with fake identification that alleged he was born in Vancouver, British Colombia. Agents in Panama issued an expulsion order for Riley and made arrangements for his transfer back to the U.S.
