Well, Kinda: The ACP runs and manages the Miraflores Water Treatment Plant, however the IDAAN actually is responsible for the tubes and pipes to deliver the water once it leaves the plant. They also bill you, etc.

Unfortunately, Canadians in his home province are upset that since he has no insurance for medical overage in Winnipeg either, that they, the tax payers, will have to pay 'for someone who left the country to live, permanently, elsewhere.'

Oh Really? Can you name a source for that please? Or (as I suspect) this is pure supposition on your part. Exactly who are these Canadians who are supposedly pissed off? Has that appeared in the media anywhere? I suspect it has not - and in fact you just pulled this out of the air. (And BTW, I don't know why you're posting comments about Greg Coy to an article about ACP water from the Miraflores plant, but hey, whatever...)
