Navarro Would Repeal The FAP and the Fifth Chamber

The presidential candidate for the opposition Democratic Revolutionary Party (PRD) political party Juan Carlos Navarro called yesterday for the repeal of the Panama Savings Fund, approved yesterday by the National Assembly, and replace it with what he called a "real" sovereign fund to ensure savings and to safeguard the national heritage. "I demand the Government immediately return legal protection to the wetlands in the Bay of Panama, and the forests and ecosystems of Donoso, said the former mayor at a news conference. Navarro also demanded that they desist from creating a Fifth Chamber in the Supreme Court. (Prensa)

Navarro's speech last night, of which I have a copy, is pretty much a blueprint for his strategy.
