National Assembly Will Address New Supreme Court Judges, Sales of Shares, Other Items in Extraordinary Sessions

Law & LawyersLaw 5 of 1995 on Telecommunications and the ratification of the judges appointed by the Executive for the Fifth Chamber, will be among the topics to be discussed in special sessions, after the Executive Order issued by President Ricardo Martinelli. In addition, Executive Order No. 390 of June 15, 2012, added two items, such as the bill partially amending Contract No. 133, which amended and extended to the Land Lease No. 2 of 1976, with the company Puerto Armuelles Fruit Co. and the bill that adds an item to the Criminal Code of the Republic of Panama. The discussion of Law 5, which changed the National Institute of Telecommunications (INT) to the corporation Intel SA and which authorizes the sale of part of its shares to the British company Cable and Wireless, was announced after the Cabinet approved the sale of 24% of the shares held by the State with this telephone company. These special sessions were extended until Friday 29 June, two days before the sessions o of the next regular session begin. In addition to the signature of the President, Executive Decree N °. 390 was also signed by the Minister of the Presidency, Demetrio Papadimitriu. (Panama America)

Editor's Comment: Martinelli said "fuck it" and went all in. In the same week he appointed three new Supreme Court justices to the controversial Fifth Chamber, allowed for the sale of state owned shares of stock in both the telecommunications and electrical companies (also controversial), and now he's also adding on some other bits and pieces regarding the sales of banana plantations, adjusting the criminal code, and who knows what else. Hey, why not? He's already caused the Panameñistas and PRD to join forces - and I'm sure both Omar Torrijos and Arnulfo Arias are rolling over in their graves. The opposition is going to be pulling out all stops this week to cause every conceivable kind of noise and protest, so it sort of makes sense for Martinelli to "pile on" whatever else is laying around, to add to the bonfire that's already burning. In short, the opposition literally can't get any more pissed, so screw it - might as well go all the way. You can expect an exceptionally goofy week coming up. It's going to get even more weird and strange than normal, and that's saying something with this crew in charge. I get the feeling that Martinelli finally threw off his handlers and busted out, doing what he's been wanting to do for a very long time.

The Fifth Chamber is not Martinelli’s idea, it is a creation of the PRD government back in 2000. It was later suspended by the National Assembly but recently the Supreme Court ordered its implementation again. There’s no space here to explain its functions to any extent but it should improve various aspects of the Justice system. Suffice it to say that it should decide promptly the Writ of Habeas Corpus presently resolved after several months of delay. What could be more important than that! As to the sale of the shares, the reduction of the role of government in private enterprise is sound economic policy. The government should concentrate its efforts in public works, public services, and assisting those who are genuinely disadvantaged. The Opposition, as always, will try to turn good things into political mayhem.
