Editor's Comment: The administration of Ricardo Martinelli started building these things called "Centros de Atenction Primaria de Salud Innovadores" (CAPSI) (Innovative Primary Health Attention Centers). This administration is building five new hospitals and 20 of these CAPSI things - which are much better and a big step up from the little old one or two room local health clinics, but they are not as capable as a full blown hospital. Here's a document from the Ministry of Health showing where all this stuff is being built, if you're interested.
