Editor's Comment: The "Universal Scholarship" program cuts government checks for school students who get good grades, to help pay for books, supplies, and uniforms. Across the country about 678,000 students receive these payments. They receive $20 per month during the school year, or a total of $200 per year. Assuming those numbers are right, this government program puts $135 million dollars back into the hands of school students every year.
