The New And More Powerful ANATI Could Sell Anything They Want

CorruptionThe National Authority of Land Management (Anati) would become a kind of developer that would "officially" sell vacant lands at the request of third parties, as well as coastal and island areas on which there is no legitimate possessory right. The scheme is proposed in the amendments to the law on land titling being made by Franklin Oduber Burillo, the ANATI Administrator. In an interview yesterday with La Prensa, Oduber acknowledged he is working on a draft bill that will be discussed by the National Land Council on Wednesday morning, and once it has been approved at that level, it will be sent to the Cabinet for future presentation in the National Assembly. According to the official, with the inclusion of "official sales," one should not think the ANATI will automatically sell the properties, because it does not have the structure to do so. But it would be a feasible option to adopt the reforms. Also, if an investor is interested in a beachfront property which is not owned, the reforms - if they become law - would allow the government of Ricardo Martinelli to sell them. The changes, which could be applied during the pre-election period, would generate increased revenue for the state, and the possibility of selling the pristine beaches in the Northern part of the Veraguas province, as illustrated by Oduber. Editor's Comment: Dumbfounded. Gobsmacked. Astounded. Flabbergasted. Stupefied. If Franklin Oduber is acting in concert with Ricardo Martinelli on this one, it will be the end of the Cambio Democratico political party. If he's acting alone, then that means he knows where the bodies (illegal titles) are buried in Panama, and who was behind the massive land grabs this government has been conducting. Rather than giving more power to the ANATI, the government should give them less. All titles that have been issued by this organization should be immediately FROZEN. An outside organization such as the Public Ministry or the Comptroller should be conducting an in depth AUDIT, as the result of an executive order. The fact of the matter is, folks - this government has stolen hundreds if not thousands of hectares of land worth millions if not billions of dollars, and now this guy has the balls to ask for more power? The week after having received a criminal complaint about the land grab in Punta Chame? And after they have been informed about the complaints that are about to be dropped on their heads from other similar cases around the country. It makes no sense. There are only two options. Either Martinelli is in on it, and he's doing it all himself. Or, Oduber is acting on his own, and he's looking to execute on the leverage (intelligence information about the land grabs) to parlay that into a more secure job for himself.
