Security Ministry Suspends Boot Purchase After News Reports On High Prices

CorruptionThe tender for the purchase of 6,800 pairs of boots for the National Police, scheduled for Friday, was suspended. The Security Ministry, through a statement, said a new public tender will be held in the first weeks of October, without specifying a date. The move comes after this newspaper (La Estrella) published several reports about possible irregularities in the bidding process. The Security Ministry allocated a $1,127,780 for the purchase, equal to $165 for ever pair of boots. A price that is viewed as 'high', by various experts on the subject, considering that on the local market, these boots can be purchased for $60. Besides, the price and specifications match the bid made by the company Mil-Spec to the National Police last May.

Now, the Security Ministry said in this statement they will make changes to the statement of objections of the tender. Meanwhile, sources close to the process claimed that the act was made to order. (Estrella)

Editor's Comment: If the boots can be purchased on the street for $60 retail, then the government should be able to buy them wholesale for about $40 per pair, or a total of $272,000 for the contract, about a million dollars less than what they were going to do. So, this doesn't seem like a very good deal unless they were going to throw in a free riding crop and dog collar with every pair of combat boots, because someone is getting screwed in this deal. How many contracts like this one - with inflated pricing - have gone through in the past three years? Is anyone watching the hen house? Will anyone ever know? Or, will the fact that everyone is making a whole lot of money keep the CD in power in 2014?

When I buy good quality work boots, that you would want to wear 6 days a week, they cost $160.00. This price is retail, which has at least a 100% markup. You would think any organization buying 6800 pair should get a discount. Maybe the price includes installation.
Or maybe the deal is being put together by an ex US government employee.
