D.T., you are right on. My husband and I have secured residency visas in Mexico, Argentina, and now Panama. Yes, there is paperwork, and waiting, and fees, but as you note, nothing in comparison to the Byzantine procedures required of people asking for visas to the U.S.
Those who whine about the "inconveniences" of applying for a visa in Panama should remember they are being treated much better than Panamanians applying for a visa in the U.S.
