Trucks Inherit The Terror Caused By "Red Devils"

Traffic AccidentsA couple of years ago it was common to hear how the “Red Devils” were a death trap. Today, without their presence in the streets, heavy vehicles seem to have inherited this description.

Until Tuesday of this week, the Traffic Operations Division of the National Police (DOT) has reported 25 accident victims in which the vehicles involved are articulated (32), trucks (56) and heavy equipment (1) . In the year 2012 there were 89 cases reported and 47 cases in 2011.

The main reasons for these accidents are usually speeding, mechanical failures, bald tires and overload.

And you don’t really have to go that far. Two days ago on the road towards the Centennial Bridge there was an accident caused by a dump truck loaded with sand who collided with 10 cars, after losing control in a curve. This accident caused two deaths, including a minor, and 14 injured.

The problem is not the road, but the dump trucks. Aldo Macre, director of the DOT, said the problem with this type of transportation is the same as what we saw a couple of years ago with the “Red Devils.” In order for them to fulfill a quota, they often incur in driving over the speed limit.

According to Macre, there is a good regulation for this type of transportation.

"You can no longer put the blame on us," said the leader transporter Esteban Rodriguez, who said that two weeks ago, in the east area of the city, it was shocking to see the trucks going at excessive speeds, with no canvases or lights. "This situation is disturbing," he added.

In the daily operations conducted by the Transit and Land Transportation Authority (ATTT) regarding Weights and Dimensions, they check around 5000 and 6000 vehicles, and 20% of them are sanctioned due to overload or because they are not registered.

More than 59 thousand cargo vehicles are registered in the ATTT, including dump trucks which cause the largest amount of problems, few of them are articulated, and the cases usually take place in areas such as Loma Campana. Accidents involving trucks usually take place in the Centennial road.

Despite the operations, there is a disorganized handling according to Carlos Ayuso, Head of Road Safety from the ATTT.

"Even though the authorities apply several control measures, sometimes this is simply out of their hands," said Ayuso, explaining several accidents are being registered, in which heavy vehicles are involved. Usually, these accidents occur in the morning and during the evening, before and after the schedules of the operatives, which are usually set from 9:00 a.m. to 4:00 p.m., he said.

This means the drivers of these vehicles are cautious during the hours in which this measure is applied.

Sanctions

The ATTT calls out for workshops to properly inspection the mechanical conditions of the vehicle, as well as for companies that outsource this service; they request them to take control of the staff in charge of driving these trucks.

When there are victims or injured and damage to third parties, Carlos Harris, lawyer and former director of the ATTT, said they criminally process the driver. The sentence in these cases, if there is an aggravating factor, can be set from 8 to 10 years in prison, he said.

The owner of the vehicle is civilly responsible, as well as the driver. If the driver works for a company, then the company is responsible.

It has to be determined whether or not the company, in addition to its insurance, has any important assets for the affected parties to file a lawsuit against these.

He said in most cases, they have a very poor insurance or do not have the assets to deal with the responsibility. If by any chance they have insurance, you have to determine their coverage limit, but there are cases where they have a wide coverage, but usually insurance companies try to pay the minimum. Three Women And A Child Injured By Car Collision

Traffic AccidentsThree adult women and a girl of 14 years of age were injured, one of them being serious, after the collision of a vehicle when they were outside the building Punta Roca, on the Calle Alberto Boyd in Punta Paitilla, at about 6:45 pm last Thursday.

Eyewitnesses said the accident occurred when the driver of a black Lexus SUV, license plate 717 247, lost control and crashed head-on into a wall of the building where the four victims were talking while walking the dogs of the family which they work for.

One of them is an maid of the leader of the Democratic Revolutionary Party (PRD) Laurentino Cortizo.

According to witnesses, due to the strong impact, the vehicle caused serious injuries to the legs and other body parts.

People who witnessed the accident reported that, upon impact, the driver was able to move the car so the injured could be assisten by some residents of the area.

Two of the injured were taken to the Hospital Paitilla and the other two to private medical centers, while the driver of the SUV is in the Hospital Punta Pacifica.

One version of what happened was described as the driver, supposedly, suffering a heart attack while driving.

The Traffic Operations Director of the National Police, Aldo Macre, confirmed the official version indicates the accident occurred when the driver lost control of the car while passing over a speed bump.

Macre said the version of the driver having a heart attack was given by one of the driver's brothers, but officially there are no reports of this situation.

At the same time, officials are trying to determine what happened since the area is full of speed bumps for security, so cars don't speed and get out of control.

This version, as the previous ones, is being investigated by the Transit Authority, which yesterday ordered an analysis of the driver to check his situation.

Among the tests, there was a presence of alcohol and an electrocardiogram. The latter is to establish whether, in fact, he suffered a heart related mishap.

Meanwhile, medical sources confirmed one patient lost a leg, and the 14 year old girl underwent several surgeries to try to save her two legs, which one has already been saved.

On friday, doctors evaluated if it was necessary to make any other surgeries to stabilize the patients health.

Up to now, the condition of both girls was stable and both were in the ICU.

For his part, the leader of the PRD, Laurentino Cortizo, who was at the scene, said by the impact against the wall and damage, it has to be the vehicle was moving at a high speed.

He confessed it was a very tragic situation, because, besides one of the maids losing a leg, all four of the women were affected by the accident.

He notified, the four women worked as maids in the area.

He said he will ask the authorities a thorough investigation of the causes of the accident, since the affected left with serious physical and psychological injuries after the accident.
